About Us

Pete Modigliani and Matt MacGregor are longtime acquisition professionals with over 50 years experience in defense (and IC) acquisition. We’ve worked in the Pentagon at the Service and OSD headquarters levels. We helped develop the Adaptive Acquisition Framework to include the Middle Tier of Acquisition and Software Acquisition Pathways. We’ve championed strategic reforms in defense acquisition, requirements, and budget processes. We’ve been a part of the Section 809 Panel, Atlantic Council Commissions on Defense Innovation Adoption and Software Defined Warfare, and the PPBE Reform Commission. We’ve advised acquisition executives, PEOs, program managers, and defense industry executives on navigating and transforming the defense enterprise.

Our passion is to enable acquisition professionals and industry to deliver better solutions faster to our warfighters.

We live in a critical period with grave national security threats. For the U.S. to retain military superiority in the Digital Age requires a relentless focus on innovative technologies and warfighting concepts. DoD must transform to enable greater speed and agility, regrow and expand the industrial base, and focus the enterprise on improved lethality.
